The cadastral authority of Ciudad Autónoma de Buenos Aires, operating under the national Ley 26.209. It fixes the valuación fiscal of each parcel.

This matters directly: the opening base at a subasta judicial is set from the valuación fiscal, not from market value. Under CPCCN art. 566 the national rule is two-thirds of the valuación fiscal, and provincial codes work similarly. Because valuación fiscal in Argentina has historically lagged far behind market value — sometimes by an order of magnitude — the base is frequently a small fraction of what the property is worth.
